Malibu Considers Sewer System Amid Reconstruction Efforts
More than three decades after its formation, the city of Malibu is contemplating the construction of a sewer system. This decision follows recent devastating wildfires that destroyed numerous homes along the Pacific Coast Highway (PCH).
Addressing Environmental Concerns
The Malibu City Council has initiated a preliminary assessment to explore options for establishing a sewer line that would run along PCH, covering a nearly four-mile stretch impacted by the fires. This proposed sewer system aims to mitigate environmental hazards, addressing longstanding complaints from water quality officials regarding inadequate septic systems that have allowed pathogens to seep into local waterways.
Balancing Growth and Preservation
Despite a historical stance against rampant development, city leaders believe that a new sewer system could support controlled growth while enhancing public health. Existing antiquated septic systems were utilized by the majority of homes lost in the fire, underscoring the need for a safer alternative.
“We should do everything we can to put the sewer in and figure out how to get it paid for,” commented Councilman Steve Uhring, emphasizing the commitment to environmental protection.
Limited Scope for Development
The council has expressed a cautious approach to the sewer project, ensuring it serves only the residences and businesses currently present in the burned areas. Concerns persist that introducing a sewer system could pave the way for unwanted development.
Councilman Bruce Silverstein noted, “There is the ever-present concern that a sewer might encourage greater development than was intended.” Councilman Doug Stewart echoed this sentiment, suggesting that limiting the sewer’s capacity could help prevent the establishment of high-density developments.
Project Feasibility and Costs
Questions about the financing and logistical aspects of the sewer system remain prevalent. The city’s Public Works Director, Rob DuBoux, presented various options, including a connection to the Hyperion Treatment Plant in El Segundo, which would adequately treat the waste.

While evaluating potential sewer layouts, Malibu officials are facing additional regulatory scrutiny regarding existing septic systems. Post-fire inspections to assess the functionality of these systems remain pending, as debris removal continues.
Long-standing issues with inadequate storm resilience and potential environmental hazards due to climate change further complicate the decision-making process. Council members indicated a willingness to allow homeowners to retain substandard septic systems until the sewer is operational.

As the city progresses, it will collaborate with the Los Angeles Regional Water Quality Control Board to explore viable solutions that prioritize improving local water standards while minimizing pollution risks.
Environmental advocate Mark Gold emphasized the potential for Malibu to use this moment as an opportunity to build facilities that won’t spur excessive growth, enhancing both water supply and fire resilience.
